About first question try to register the following dlls: iedkcs32.dll and
ieaksie.dll
About second question the answer is yes, you can add your IT Technicians to
Local Administrators Group.
To do that you can use Restricted Groups or a startup script.
Before use Restricted Groups read the following article:
