Problem in auto-install using group policy

Client's office
==========
Win2K Pro (Japanese) machines are connected with Win2k3 std server with AD
(Japanese).
Development centre
==============
win2k pro (Eng) machines connected with win2k3 std server with AD (Eng)
Using Group policy, I want to deploy my windows .net setup file (.msi) using
"assign to computers" method to all win2k pro computers.
In client's office, software doesn't get installed, no error msg in event
viewer. I tried to publish to users, but no success.
If I try to install my software manually by double clicking msi file it gets
installed.
Both assign/publish to computer/user methods work perfect in our development
centre's testing environment, where all machines are english OS.
Where else I should check to find the reason for not getting installed? Is
it because of OS language difference in client's office?
