Group Policy not being applied

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I've created several group policies in our Windows 2003 AD domain, but none
of our XP clients are able to apply the policy. Running GPresult produces
this:

The following GPOs were not applied because they were filtered out

For all of our policies. The only one that gets applied is the Default
Domain Policy.

In the application event log on my system. (Majority of systems are XP Pro
running SP2 with all updated hotfixes) I am receiving several 1054 event
messages:

Windows cannot obtain the domain controller name for your computer network.
(The specified domain either does not exist or could not be contacted. ).
Group Policy processing aborted.

And several Event 15 AutoEnrollment messages:

Automatic certificate enrollment for local system failed to contact the
active directory (0x8007054b). The specified domain either does not exist or
could not be contacted.
Enrollment will not be performed.

I am not sure what to do to get the policy to apply. The workstations all
have 100Mb nics. The policy does not even get applied on the domain
controllers. What can I do to fix this problem.
