Custom GPO and suggested settings

GPO experts,
From what I understand of GPOs is that they are basically an object
that modifies registry entries. If this understanding is correct, it
would seem possible to create custom GPOs based upon registry settings.
Anyone know of a good document that describes creating these custom GPOs?
On another note, there are some settings that I would like to set
using GPO but not necessarily restrict them to the values we have set.
One example of this would be to set the junk mail filter to medium. Some
people would prefer to not have it on and go through the mail
themselves. Others would not care and would be happy to know that we are
trying to actively help their junk mail situation. In any case there are
a few settings that I would like to suggest, but give the end user the
option to change.
