Password Policy Problems

I've just started in a new company and one of the first tasks was to
implement a stronger password policy which I put in place using the
security settings in the group policy the settings are:

3 Passwords remembered
90 days Max Age
1 day Min Age
7 Characters length
And Complexity rules enabled

We are coming up on the first pass of password changes and whenever a
user tries to change their password it insists that they must have a
password over 4 characters cannot be any of the 5 previous passwords
and must be 40 days old.

There is only one group policy at the root of the domain with the
password settings in and running various users and computers through
the Group Policy Results tool shows the correct settings.

I'm completely stumped for ideas here and would be grateful for any
help.
