Not conveniently.
You can define a template that carries the settings desired,
and then apply this on each workgroup machine, one at a
time. You will have issues getting adm template values
set with this method, etc.. and you have have to redo it all
when you want to change a security policy setting on all
of the machines.
Issues you will need to keep in mind are that in a non-domain
environment, local security policy is applied to all accounts
equally, and, applying a template is a one-time affair (if some
admin changes a setting on one machine it will remain changed).
