Quick Launch items Removed

The quick launch icons are being removed after reboots, but I cannot
determine which GP is causing this. Can someone advise which policies
affect Quick Launch items? I've searched thru the WinXP SP2 settings doc,
but did not find anything. The boxes are WinXP SP2 on a 2000 AD domain.
