Password Policy Help

Going nuts over here...

Running 2k3 server/AD, set GPO for Workstations to require 5 minimum
characters for passwords. I log into a test workstation, check the GP
settings, and the GPO has taken effect. Minimum character setting is present.

I go into AD, check box to force password change at next logon for specific
user. When I log into that same workstation, I get prompted to change the
password, but it accepts a BLANK password and grants access. Upon login the
local policy still shows it's getting the 5 character minimum from the Domain
policy.

Any ideas? I can't seem to enforce the 5 character minimum.

Thank you in advance.
