User GPOs getting applied to all users on a system



I have a very simple OU structure. I have two top level OUs and under each I
have two sub OUs.

In OU 2.A, Second OU, first sub OU. I have a GPO that sets content manager
on and gives the users a white list.

All works well, until a user from OU 2.A logs into a machine commonly used
by a use NOT in 2.A. At that point when the normal worksation user (not in
2.A) logs in, they too have the same restrictions to their IE (namely content
manager is on and they can only access the white list).

No GPO loopback is enabled. Machines are kept in separate machine oriented
OUs.

Any ideas?
