outlk11.adm can be used to disable Journaling so no-one can use it but I'm
not aware of any way to hide it completely. If you find a registry key that
can be used to do this it should be easy enough to write an ADM. I suggest
asking this question in an Outlook newsgroup to find a registry key that
disables the Journal then post it back here and I can help write the ADM.
