Hi Grimson,
The paragraph has stated a scenario: in most cases, ADM in new release
version is the superset than in old version; it is possible that ADM in new
release version is the subset than in old version, if this is the case, the
original policy (which is not included in the new release) will still work
even if you cannot see it in Group Policy.
This paragraph indicates a kind of scenario , not specific to win2k3 sp1.
After reading the following article, I believe win2k3 sp1 has covered XP
sp2 GPO:

In the summary section, it has stated:
Service Pack 1 delivers the cumulative system updates in one simple package

existing deployments of Windows Server 2003 will benefit from these new
features. Deploying Service Pack 1 will help enterprises across all

Therefore, for security reason, I suggest you deploy sp1 on a test win2k3
machine if possible; or backup your original win2k3 server then install
sp1, that would be safer. :)
