Configuring Messenger via GP

I'm running Windows 2000 domain with Windows XP clients. Some OUs use the MS
Messenger 5.1 to connect to the local Exchange 2k IM service.
I want to allow them config only the Ex IM account but not the .Net and SIP.
Is it possible via GP ?
If not, is there any other way to this ? :)
