Check the event log on the problematic server for UserEnv or GP related
problems.

Use the Resultant Set of Policies feature in GPMC to verify that the GPOs
you expect to be are being applied.

User settings apply to user accounts, not computer accounts unless GPO
Loopback processing is enabled for the computer and the user settings are in
a GPO that applies to that computer.
