To disable a USB floppy you would disable usbstor.sys, but this would also
prevent you from reading from the disk as well. It doesn't sound to me like
you are approaching the problem from the correct angle though. If your goal
is to prevent people running programs they bring in to work or stealing
sensitive data then disabling write access to a floppy drive is not going to
help as users would still be able to bring in USB flash drives or USB CD
writers. Leaving USB drives enabled is not compatible with your goals, so I
think you have to either disable USB altogether or accept the risks.
