    As far as I understand it, that policy,"Always Use Local ADM Files for Group
    Policy Editor", only works if you are editing the GPOs from Server 2003
    itself. You can confirm this by looking at the explain text on that
    policy--it says 2003 is the minimum version supported. That means that XP
    just ignores the policy and goes looking for the ADMs in SYSVOL as normal.
    Kind of stupid really, but they didn't back-port this policy to SP2. This
    means that if you really want to use this feature, you have to do all of
    your GP editing from a 2003 machine.
