Are the users in that OU? Remember you have to have the user object
actually in that group. Is the GPO defined in the Default GPO or did you
make a new GPO? What does gpresult say for a user you think it should be
applied to?

You should be able to get a decent understand of no override and block
inheritance: http://www.winnetmag.com/Article/ArticleID/15420/15420.html
