Password policy

Hi.
Now that I am ready to re-implement the password policy
and uncheck the "password never expires" box, users that
try to log into OWA 2003 cannot do so due to an already
expired password. As soon as I uncheck the "password
never expires" box even though group policy is set to
start warning 14 days in advance of expiration it does
not. What can I do to make it so they are prompted before
it expires. Or any other solution?
