There is no reliable way that I know of to force a particular DC to handle
GP processing. To get all GPOs up to a consistent ADM level, you simply need
to open each GPO in the domain using the GP editor on a machine that has
been upgraded to the latest OS version (e.g. XP, SP2). The act of opening
the GPO will, by default, update that GPO's ADMs. In terms of whether this
is a replication problem, its possible but typically when there are
replication problems, then the AD and SYSVOL versions of the GPO get out of
sync and won't be processed anyway.
