Help: Power User Limitations.

Hello's
We have an AD 2003 infra. & are running XP & 2000 on the desktop. We have
limited user rights on the desktop where all users are Power Users.
The problem arises when users try to install Software. They are unable to
install MOST (E.g. AOL etc) applications. Apparently Most applications check
to see if logged on user is an administrator before installing. Is there a
way to get around this? In short is there a way to Elevate Power User Rights
such that they can instlall ALL applications? I have gone through all local
policy to no avail.
