I can't comment on brain farting (at least right now although I do my fair
share of it) but it sounds like a bit of a misconception of how Group Policy
is applied...

The GPO is split to Computer Configuration and User Configuration. The
software installation and maintanence node under Computer Configuration is
targeting computers. the OU structure that you mentioned is containers that
contain users. Computer configuration applies to computers. So... if this is
what you are experiencing you need to have the GPO applied to an OU that
contains the target computer accounts. If you run an RSOP report you shoudl
see taht computer settings are coming from GPOs that are higher than your
computer object (placement in AD).

Could this be what you are seeing?
