Group Policy Management Console

Somebody smack me as I'm having a massive brain fart. I've
got multiple OU's that I've named by city. In these OU's
I've got my users that are located in that city. I want to
apply a different GPO to each OU specifically for the
installation of WINXP SP2. Right now if I apply a GPO to
that OU the computer configuration isn't being applied. If
I add those computer accounts to that OU and force an
update, reboot what ever the computer configuration
portion of the GPO doesn't get applied. Read and apply
permission are enabled. Unless I've completely lost my
mind can someone help point me in the right direction.
