The .msc file is strictly related to MMC. It doesn't store any GP-related
settings at all. For the local GPO, those settings are either stored in
%windir%\system32\grouppolicy or, in the case of stuff like security policy,
when you make a change to the local GPO, its made directly against the local
machine, rather than being stored anywhere.
