"Access is denied" error when trying to run RSOP on remote computer

When I try to run RSOP to a remote computer (either through Group Policy
Management or MMC), I get an error "You do not have permission to perform
this operation. Details: Access is denied."

I am a member of the Domain Admins group within our AD domain. It does not
make a difference on what computer I try this from.

I am able to successfully run RSOP on the local machine (even when
specifying other users).

The only thing that I can think of that changed is that I installed
Microsoft's ADM template for blocking SP2 in the default domain policy. This
shouldn't have any effect on this, though.
