GPO's not working at all.

Hopefully someone can help.. WE ar running windows 2003 server and
windwos xp pro clients.. I have gpo's set up and they ar working fine
for the ADMIN OU but anyone who is a regular user in the STAFF OU gets
a 1085 error in the event log of xp pro and none of the GPo's work nor
does the mandatory profile come up that is set on their username.. the
MAN profile works for people who are admins.. any ideas?
