The answer is yes to both of your questions. Without
getting too deep into the logon script, the user would
have to be adminstrator or you would need to be running
SU service on the box.
The simplest way is to use group policies. Create a group
and add machines to the group that you want to have the
SP applied to. Create a GP and allow access to members of
the group you created above. This way you don't kill your
network by trying to apply a SP to all of the machines at
once.
