There are a couple issues with this that you should be aware of:

Some other stuff here as well:

The LegalNoticeText group policy which displays a message at logon time does
not support messages greater than 512 bytes in Windows 2000. This limitation
has been removed in XP

XP adds support for configuring logon banners that can exceed 512 characters
in length and can also contain carriage return-linefeed sequences. This can
be configured with the following group policy.

Computer Configuration\Windows Settings\Security Settings\Local
Policies\Security Options\Interactive logon:Message text for users
attempting to log on.

Note: This is one path. it has been wrapped for readability

However, Windows 2000 clients will not be able to interpret and display
message texts created by XP machines. Therefore, you must use a Windows
2000 machine to create a logon message policy that will apply to Windows
2000 machines. If you inadvertantly create a logon message policy using a
XP machine and find that it doesn't display properly on Windows 2000
machines then you should:
- undefine the setting
- redefine the setting using a Windows 2000 machine.
Simply changing a XP defined logon message policy using a Win2k machine will
not work. The setting must be undefined first.
