The Local Security is not controlled by the ADM files. ADM files only
affect what shows up in the Administrative Templates.

In order to see the additional security options, you will need to get group
policy from an XP machine. You might consider installing Group Policy
Management Console (GPMC) on an XP SP1 machine and editing the policies from
there. The following link will have additional information on GPMC.
