Software Restriction multiple users

I am trying to setup the "run only allowed Windows apps" policy in Server
2003 and am running into a problem. I have different users that I want to
be able to run different software, ie one user can run IE and one user
can't. I have a set of general software that everyone can run. The problem
comes when I have one GP that lists the general software applied to a
container and then make a policy to allow the users in that container to run
IE which ever policy comes first in the list works and the other doesn't, in
other words if my policy to run the general software is first on the GP tab
then i can't run IE. Can anyone help?
