Reboot from Startup script--failing!

We used to have no problem forcing a restart
from a GP startup script (after software/patch
installation, etc.)

We've made significant changes to Group Policy,
and now we can't get our client PCs to restart
from the startup script! Logs don't indicate any sort of
problem, including failed privilege use or failed access
of any kind.

I'm not asking for help in debugging the
specifics, but can anybody suggest particular
policies whose settings might cause this problem?
I'm guessing the number of relevant policies would
be pretty small.

One thing--"Shutdown: allow system to be shutdown without
having to logon" was and still is enabled, so it's not
that.
