We had a similar issue on a w2k3 DC system with XP
workstations. After a period of time none of the machines
could see group policies. Even some users (admins) logged
directly on to the DC couldn't see them via GPMC.
Found the TCP/IP Helper service on the DCs was failing
after a period of time. Switched it to run with the system
account (as opposed to local service) and the problem went
away.
Never found an explanation as to while the service was
failling. After a rebuild of the DCs, never had the
problem again (and the TCP/IP Helper service is running on
its defaults).
