If your willing to tattoo the registry you can create a custom ADM
that sets the registry key given here:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon

AllocateDASD (DWORD)

0 - Administrators only
1 - Administrators and Power Users
2 - Administrators and Interactive users

It doesn't appear as if there is a group policy to do this.
