I do not believe there is a policy to remove existing
shares. Assuming you do want them able to access
shares on your servers you cannot simply shut off the
Server service on their machines.

You will likely need to run a script that lists out the
shares on each machine and then removes it if it is
a custom share.

Your bigger issue is why are users allowed to log in
with accounts that have the privileges to define shares ?

You do know that they will, even with the Sharing tab
hidden, still be able to define shares with script or the
old "net share" command ?
