See the "Runas" command in Windows 2000/2003... It also depends on how much
you need to do...

The Control Panel is locked out, the Internet Explorer properties are locked
out, and the desktop properties are locked out. can I, as an administrator,
log onto UserA's computer and make adjustments (permanent like changing the
IE home page) to the settings of UserA's profile? What I have to do right
now is have UserA log off. As administrator, using Active Directory, move
UserA from the group that has the policies implemented. Log off as
administrator. Wait until Active Directory populates across the network.
Log in as UserA (or have UserA log in), change UserA's home page. Log back
off. Log in as administrator. Place UserA back into the group that has the
policies implemented. Wait for Active Directory to populate across the
network. Have UserA log back in and hope that the changes have taken
effect. I know that there has got to be an easier way to go about this (or
at least I hope).
