Group Policy tools typically focus on the PDC Emulator when a change is made
to policy. Now that the change has been in place for a day, and
replication should not be an issue, are you still encountering the problem
when the user logs on?
Are there any Errors or 13508 Warnings that are not followed with a 13509
Warnings in the File Replication event logs of the DCs?
Are all users in the OU experiencing the behavior or just the one you are
referring to?
What if you make a new user in the OU, does the policy get applied when you
logon with that account?
Is there a DC local to the workstation the user is logging onto or are the
DCs across the WAN?
Are there any errors in the Application Event log of the workstations after
you logon with this account?
