It is in GPOs that are linked to the domain object that you need
to control the Account policies, including the password strength
policies. It sounds like you have included the domain linked GPOs.
You need to change these not to "not configured" but to disabled
in order to reverse the effect of being previously enabled.
Check all GPOs that are linked to the domain.
Account policies control properties for all domain accounts,
so perhaps you would have an option by use of machine local
accounts with simple passwords. Also, notice that something
like 1LittlePig does meet complexity requirements.
