Visual Settings Best Perf. All Users

Hi All,
Been hoping to solve this problem for about a year now. We have some older
systems that we want to run XP Pro on and would like to streamline
performance settings. Particularly, we'd like a way to force best
performance visual settings for all users, but we don't want to modify the
Default User profile. Anyone know of a way to achieve this?
