Is Fast Logon Optimization already Disabled on Windows XP machines that are
not getting their Proxy settings?

If you can locate a Windows XP machine that continually fails to get the
Proxy settings applied, user Remote desktop to connect to the workstation,
open gpedit.msc and Enable the "Always wait for the network at computer
startup and logon" policy setting. This setting is located under Computer
Configuration\Administrative Templates\System\Logon.
Once this is configured, reboot the workstation and see if it gets the Proxy
settings defined in policy.
If this fixes the issue you should configure this policy setting in a GPO
but it will take two reboots for the Proxy settings to appear. The first
reboot would be to get Fast Logon Optimization disabled and the second is to
apply the Proxy settings.
