folder redirection

Hi,
I set the folder redirection policy on an OU. But this
folder redirection works only for accounts with
administrator privilege. (The rights on my OU is correct :
several else policy in the same OU has been succesfuly
applied for simple user accounts).
How to make my folder redirection policy apply for simple
user account ?
