Password Protected Screensaver isn't working on GPO

I've set up screensaver on the workstations to come on
with password protection (essentially locking the
workstations automatically after a period of inactivity.
I know the policy passes on okay (it's set at the default
domain policy level) and the screensaver is the correct
one that was set in GPO but the screesaver isn't locking.
the only thing I can think of is that the screensaver is
located in a central location on the server.
Any thoughts?
