Force Group Policy to take presidents over the local policy

We are having problems with Group Policy migrating down the network to
our XP machines. Some Polices we set procreate correctly and others do
not. It seems as if XP is using the Polices from the local machine
first then it applys teh network policy.I thought that the network
policy took presidents over the local policy. We need to have the
machines only use the polices from the network. We use roaming
profiles, some of these profiles are many years old. They have been in
use since NT 4.0. We found that if we delete the user profile on
machine it will work correctly. We would like to use a easier method
of deployment. we currently have over 1000 employees. One could only
imagine how long it would take to delete and recreate everyones local
profile. Is there any file we can delete or option we can change in
group policy that will fix our problem?
