enumerating active directory users in sql new login

I have a database manager/programmer that is not a domain admin. he can open active directory users and computer and see all users. However, if he tries to add a new user in sql manager by selecting the domain he gets an error saying he doesn't have rights to view the users in the domain. he can add them and groups by typing in the name but can't select them from the domain list??? Strange!!!

Can anyone help or direct me where to go for the answer?
