What has happened to the XP Startup file config tool that you could pick

I'm trying to fix a BSOD on my son's laptop that has to do with startup
not
finding Sony's tfsnfs.sys file and the DLA function. I can't uninstall it
in
Safe Mode (or anything else for that matter) and this is the only option I
can think of other than wiping the hard drive and starting over again.
There's a lot of information out there regarding BSOD and this file but
they
all say to uninstall this function and also deal with a different type of
CD
R/W - DVD drive. Usually a TEAC. If I could set the system to not load
this
function I might be able to restart the laptop normally.
System Information does have a Startup Program group in it but it won't
allow you to change anything.
