Sainath: you made too many questions and gave the wrong answer.
I did what you suggested and since then I could no more boot my PC, even in
"Normal Mode".
Since that day, Windows always tried to boot in the safe mode but, as I
told, due to an unknown problem, the process run up to the "mup.sys" file
and then reboots.
And after the change you suggested, Windows did this loop indefinitely!
To solve this loop, I transferred this HD to another PC, edited the
"boot.ini" file, and deleted the permanent "Safe Mode" option, inserted
there by your suggestion.
Then I reinstalled Windows in that HD with the "Repair" option.
Now I can boot again using this HD, in the Normal as well in the Safe Mode.
The lesson I learned was:
Don't always trust the suggestions posted in this Newsgroup!
Specially when done by kids.

See if you can get to Safe Mode this way.
Start | Run | Type: msconfig | Click OK |
Boot.ini tab | Check: /SAFEBOOT | Click Apply |
Click OK | When you see the prompt to restart the computer |
Click Restart
Don't forget to UNCheck /SAFEBOOT in msconfig after/if you get into Safe
Mode and are done doing whatever or you will be STUCK in Safe Mode.
2) run recovery console and run chkdsk /r within the recovery console.
3) Try uninstalling a newly installed program and check if safe mode is
working
