I usually seize ownership via Windows Explorer. I'm not aware of a
command "takeown.exe" - where does it come from?
It's internal binary file which comes together with Windows Server 2003
OS.
if you don't know this command I doubt if you even can assist my issue.

I consider myself a professional serious MVP even though I am
not familiar with takeown.exe. Like all MVPs I try to assist where
I can, provided that I am treated with the degree of respect that
I deserve in my capacity as a volunteer helper. If you demand a
greater level of expertise then you should consider paying an
advisory service for the information you need. Microsoft do
offer such a service - use it and pay the fee!
