that under Vista a user can not mount volumes. You need
to put the proper manifest to your programm to request
elevation upon loading of your tool. Once you are elevated
you can mount volume.
If you just want to use it you might try
http://schinagl.priv.at/nt/hardlinkshellext/hardlinkshellext.html
which can do this from the explorer, but for the price
of elevation
