Let's say we have disabled a user named JSmith as that user has left

company. Is there a way to search all files and folders for
permissions
that
are explicitly applied with his account? [The same for services
would
be a
bonus.]

You could run this command
cacls /t "d:\User Files" > c:\Perms.txt
then open c:\Perms.txt and search for JSmith.
It's not exactly as you mentioned above but I figured it out after.

You need to supply further details if cacls.exe does not meet your
requirements.
What I mean was that your example was incorrect in where the parameters
go.
