As a local administrator you can take ownership. Explorer|"folder"|File|Properties|Security|Advanced|Owner and take ownership.
(you may need to start in 'Safe Mode' in order to logon as local administrator)

The file has NTFS permissions inherited and I am unable to modify/
change the permissions to delete

The options are limited as the OS is windows XP home.
I have tried using CACLS, ACLview..all of them throw up an "access
denied" message.
Any insights on this would be highly appreciated.
