file associations/registry hack

Tech-Archive recommends: Fix windows errors by optimizing your registry

Does anyone know how to change the behavior of the file association window.
When I bring mine up the "new" "Change" "Delete" buttons are grayed-out and
hence unavailable. This has only been the case since my new computer
arrived on my desk and our IT folks don't seem to have a clue. I'm using
WinXP Pro SP2 and have Full Access rights to the system.
