From your post, I cannot find related group policy for the first option.
Based on my research, the following registry keys are attached to the first
two options:

Logon Sync

| What's the difference between the following two synchronization options
in
| Windows XP?

| #1 - Synchronization Settings
| 1) From the tools menu of Windows Explorer, select Synchronize.
| 2) Click the Setup button.
| 3) Here you'll find "Automatically synchronize the selected items" with
two
| check boxes: "When I log on my computer" and "When I log off my computer".

| #2 - Folder Options
| 1) From the tools menu of Windows Explorer, select Folder Options.
| 2) Select the Offline Files tab.
| 3) Here you'll find two check boxes. "Synchronize all offline files when
| logging on" and "Synchronize all offline files when logging off"
|
| Also, I presume the later option is controlled by GPO "Administrative
| Templates\Network\Offline Files". Is there a GPO to control the first
| option I list above?
