Complex NFTS File Permission Issue

If I have a shared folder hosted on a Windows 2003 server using NTFS file system... Is there any advanced NTFS permission set I could use to make it so that only the owner can change their own files but no one else? For example:

- Test Folder
- test.doc (Owner user1)

If user2 comes into the test folder directory, he can read test.doc, but can't modify or delete it, because it is owned by user1. Both user1 and user2 should have the ability to create, delete and modify their own files and folders under the test folder directory. They should also both have the ability to read all files and folders within the Test directory, as well as create and delete directories.

Anyone? I seem to think this can only be done with UNIX.
